Job Description

We are looking to recruit a Head of Service in the Youth Offending Service within Northamptonshire County Council. The successful candidate will be working in a well-structured, organised team who are growing their social worker staffing levels.

The responsibilities of the Head of Service includes:

  • Lead the service and business planning for the YOS to develop the vision, values and strategic objectives of the Youth Offending Service, including meeting planning requirements set out by the Youth Justice Board, and contributing to Divisional and Departmental business planning. Ensuring that YOS policies and practice reflect the Council's commitment to equal opportunities and focuses on more vulnerable or disadvantaged groups as appropriate.
  • Ensuring the effective service performance and performance management of the YOS, with specific reference to Youth Justice Board (YJB) Key Performance Indicators (KPI) targets and LAA targets, including timely and accurate reporting of management information.
  • Leading the development of a skilled and motivated workforce that is able to promote and deliver the service plan and vision and values, and ensure that the YOS enjoys the confidence of external regulators and inspectors.
  • Undertake cross-divisional tasks, projects and responsibilities as required by and agreed with the Head of Direct Services. Undertaking departmental and corporate tasks, projects and responsibilities as required by and agreed with the Head of Direct Services. Being accountable and responsible for budgets and expenditure within the YOS. Identifying external funding opportunities and successfully securing additional resources
  • Building positive working relationships across the Council and strong partnerships externally, including representing the YOS and/or the Council on partnership or other bodies as required including the Children and Young People's Partnership Board.
  • To report as require to County Councillors and Committees of the County Council on all aspects of the service that are the responsibility of the post holder including performance and the development in policy and practice in the light of the changing statutory and regulatory framework.
  • Providing strategic leadership and operational management of the YOS ensuring it delivers high quality customer focused services. Ensuring that the YOS meets its statutory duties (as defined in legislation), and the requirements of the YJB.
  • Ensuring that the YOS meets all relevant national standards and operates in line with effective practice guidance. Working closely with the YOS Management Board and statutory partners in ensuring that the YOS is effective, efficient, properly resourced and high performing.
  • Leading and developing the work of the YOS on new initiatives, policies, practice, programmes and projects, both locally and in response to government policies in the field of youth offending and re-offending. This includes managing projects (and leading project teams) as necessary to develop and deliver the Service's business objectives. Ensuring the YOS contributes effectively to the work of specific partnerships, such as the district based Crime and Disorder Reduction Partnerships, the countywide Community Safety Board and the Local Criminal Justice Board, and to other inter-agency arrangements and agendas as necessary. Representing the YOS as a statutory partner on the Local Safeguarding Children Board. Children and Young People's Partnership Board and Local Criminal Justice Board and MAPPA (Multi Agency Public Protection Arrangement Partnership)
