Summary To drive value across the FCO's various procurement categories (Overseas Development Assistance Programme Funds, Professional & Corporate Services); lead on medium value commercial projects; lead or support on high value procurements within a category/programme team. Assigned to a specific category or programme team, these roles will lead on the development of robust, compliant and value-adding procurement approaches. The jobholder will have a high degree of autonomy to deliver projects compliantly while using initiative and creativity to deliver savings or, in the case of programme funds, implement solutions which achieve the best mix of quality and effectiveness for the least outlay. The jobholder will work closely with stakeholders such as Senior Responsible Officers (SROs), contract & project owners and managers, with colleagues from other government departments such as Department for International Development (DFID) and the Ministry of Defence (MoD) if working on Programme Funds, and with the Delivery and Enablement Teams within Commercial Directorate on end-to-end procurement projects. In these roles, the jobholder will develop valuable project management and commercial expertise. The jobholder will become a Commercial expert on procurement implementation in the category/programme area to which they are assigned. Communicating commercial advice to customers is therefore a key aspect to these roles. The roles will often require handling multiple projects at any one time. Roles and Responsibilities These will include all or some of the following: • Running the procurement process including planning, market engagement, Invitation to Tender documentation, bid evaluation, notification of results and provision of feedback. • Providing support to external suppliers in accessing the tendering process. • Liaising with Commercial Team colleagues on the drafting of compliant and well-structured contracts enabling the efficient and effective management of value for money activity. • Provision of accurate and timely data to Management Information process (as required) to allow appropriate transparency and strategic oversight of procurements. • Using the FCO procurement e-portal (currently Bravo/Jaggaer) to advertise requirements. • Working closely with customers across the FCO network to understand and contract their requirements. • Working with FCO budget holders, and where necessary other Whitehall departments, to develop robust category/programme strategies that align the FCO's business needs and government strategies to the commercial delivery of value for money. • Maintaining awareness of market trends, by liaising / exchanging information with external contacts, to give accurate up to date guidance to FCO and wider Whitehall stakeholders. • Analysing and exploring the supplier market, understanding FCO spend in specific categories, developing plans and reporting on progress are key requirements for success in this role. Commercial has a strong commitment to the Learning & Development of staff. All staff in Commercial are offered the chance to further develop Chartered Institute of Procurement & Supply (CIPS) qualifications. Staff must be willing and able (with the support of their Line Managers) to commit the necessary time to the course or qualification. As the recognised Global Procurement & Supply standard, CIPS qualifications attract financial rewards at the completion of each level. Staff who voluntarily leave the FCO within two years of gaining an FCO funded CIPS qualification will be expected to repay a pro-rata amount. However, staff who are moving to another commercial role within the UK Civil Service will not have to repay. The role offers a great opportunity at the heart of FCO operations with considerable high profile contacts with Geographical and Policy Directorates. Travel to other parts of the UK and potentially overseas might also be occasionally required. Progression to the next grade, C5/SEO within the FCO is possible. Progression to the next grade beyond this (D6/G7) would be subject to successfully transitioning into the Government Commercial Organisation (GCO).
