The role of the Project Controls Manager, operating within the Senior Leadership team for the Programme, is one of independence providing support to both the Head of Delivery and Programme Manager. The PCM will work closely with the head of delivery to provide the required support to projects on any of the controls areas. Specific responsibilities will include: · Head of the functional organisation which includes: o Planning o Risk o Cost o Change management o Document Management · Provide appropriate resources to support in areas requiring improvement. · Review project information across all controls discipline and identify areas for improvement. · Ensure compliance with the published processes and procedures, specifically including the Project Execution Plan, across all projects within the programme. · Work with Project Managers to ensure IMS data integrity · Liaise with Project Managers and DIO Finance to ensure provision of accrual information on a monthly basis. · Provide appropriate resources to roll out training on projects as required. · Assessment of SQEP suitability of controls resources at a project level supported by functional leads. The PCM works closely with the PO to ensure timely and accurate reporting to support action and decision making. Specific responsibilities of the PCM include: · the collection of all project controls data; · analysis of information from projects and other data sources in preparing monthly Management Information reports to inform management decisions at a Programme level. To specifically include; o Cost Reports o Open Commitment Reports o Milestone reports · Act as chair for the Regional Review meeting monthly. · drive a suite of complex data analytics to support standard and ad hoc management reporting; · Report on any Learning from Experience encountered and use the LfE to continuously improve systems and processes. The PCM has the authority to: · generate programme level cost, risk and time data; · direct the escalation of project change to a programme level decision In addition, the PCM will work closely with Programme A&E Lead providing support in the assurance of Business Case evidence and Gateway Reviews Due to security requirements, candidates must be a British national and be eligible to apply for security clearance.
